lease of the area stated in the particulars and in accordance with the terms and conditions specified in the gazette notice should be granted. There were no claims, but some ex-gratia compensation will have to be paid to fishermen affected by the reclamation. This is being investigated by the Director of Agriculture and Fisheries.

At the moment there are no firm plans for further develop- ments on the areas adjoining the power station site but the opportunity has been taken to investigate the possibility of further reclamations for industrial use in these areas. This could include further power generation if necessary, although Honourable Members have been advised against this course of action (vide memorandum XCC(78)73 in the context of the Hong Kong Electric Company's application for a site on Lamma Island). Sea access to the power station site is readily available and road access will be provided by the Company with allowance for improvement should it eventually be decided to develop the areas adjoining and beyond Tap Shek Kok.

As explained in paragraph 6 above, the power station site will be developed in two stages in accordance with the following timetable:

Stage II (B station)
The B station site will thus not be required for development for quite some time. However, the Kowloon Electricity Supply Company Limited has indicated that it would like to form the whole site, including that of the B station and take possession at the same time. The proposed private treaty grant will therefore be in respect of the full site. However, in view of the uncertainty as to the precise arrangements for the ownership and management of the B station, Kowloon Electricity Supply Company Limited has asked to be permitted to assign the B station site to China Light and Power Company Limited in the first instance until such time as agreements could be reached as to ownership and management in respect of this B station. There is no objection in principle to include a suitable clause in the special conditions of grant to this effect subject to the consent of the Government to the assignments proposed, and provided that any interim use of the site is approved by Government.
