criteria in addition to that of optimum use of the quotas should be mentioned see Regulation No 1023/70 7, and in particular that of compliance with overall internal ceilings;
= there should be a possibility of subsequent referral to
the Council within the framework of the emergency procedure.
The German delegation emphasized that some of the additional provisions proposed in point 2 above were unacceptable. They would not, contrary to the undertaking given by the Commission in the Council, make the procedure any more flexible than the procedure laid down in Regulation No 1023/70.
In this connection the Commission representative recalled that the finalization of a more flexible procedure for taking account of any additional import requirements had played an essential role in the German delegation's acceptance of the overall package outlined in the Council in
December 1977.
