a more flexible procedure to cover the possible need for an increase in regional quantitative limits see

paragraph 47.

This latter procedure is a follow-up to the under- taking given by the Commission (1) at the Council meeting on 20 December 1977 to establish a procedure involving more flexible arrangements than those laid down by Regulation No 1023/70 (2), thereby enabling additional supply requirements to be taken into consideration.

There was a difference of cpinion among the delegations regarding the procedure to be worked out to cover additional import requirements in any given Member State:

A number of delegations wondered whether, through the procedure referred to in paragraph 4, the offer of additional import possibilities might result in the Community quantitative limits being exceeded.

Accordingly, in the view of certain delegations, the following factors should be taken into consideration:

a clearer distinction should be drawn between the procedure based on that laid down in Regulation No 1023/70 for normal cases and the emergency procedure;

= the emergency procedure should only be employed in

genuinely exceptional cases;
