In Article 9(3) and (4) of its proposal, the Commission proposes:

applying a procedure similar to that provided for in Council Regulation No 1023/70 with a view to increasing the Community quantitive limits [see paragraph 37. (3)

been made to the corresponding passage in S/1708/78 (COMER 214) pp. 5 to 7. (3) Referring to the additional quantities required for the

fairs mentioned in Article 9(3), the Belgian delegation, after reiterating that it considered that such additional quantities should be drawn from ordinary quotas, said it felt that increases should be made on an ad hoc basis rather than institutionalizing a procedure to apply only to fairs.

The Commission representative pointed out that the reference to quotas for fairs in Article 9(3) in no way implied that special quotas should be opened but was simply an illustration of an additional import requirement arising for a Member State.
