Temporary staff

17. The payment of fees to part-time lecturers in Technical Institutes is now centrally administered by the Technical Education

Division, and the Director of Accounting Services has advised on improvements to procedures and systems of control. Central administration of payments to part-time lecturers in Adult Education

Centres is not considered practical at the present time. To improve

control a new system has been introduced whereby each lecturer must

submit an individual claim form which is cross-checked against the

monthly returns submitted by course supervisors. The Director of

Audit has concurred in these revised procedures.

School fees

18.

As a result of the Director of Audit's concern the Director of

Education set up a working group in 1977 to review the procedures

for administering the school fee remission scheme. Some consequent

modifications have been made to the fee remission application form

and a circular was issued to schools before the commencement of the

1977-78 school year, requiring schools to follow closely the prescribed

guidelines laid down in the reckoner guide. In addition consideration is being given to the employment of extra staff to conduct home visits

and to check the information supplied in applications.
