The development of computer programs is now conducted

under the personal supervision of project managers, and is supported by a computer-produced report on the use of computer time by programmers, which is used both by project managers and operations managers, and by an intrinsic control in the operating system which

highlights excessive or improper use of the computer. Nevertheless the need for additional monitoring to improve job control is recognized

and the Data Processing Manager has this matter in hand.

A magnetic tape library has now been established and copies

of all significant tapes, particularly those relating to accounting

systems, have been deposited in locations outside the Data Processing

building.

13. The Director of Accounting Services has confirmed that in the

interests of practicability, it was necessary, at times, to depart from the theory of good computer management. The specific recommendations made by the Director of Audit regarding the Treasury installation are

under active consideration.

Certain proposals put forward by the Director of Audit to

overcome the disadvantages cited are still under consideration.

15. It is acknowledged that fragmentation of responsibility for the control of Government property may have led to nugatory expenditure in certain instances and it is clear that improved procedures and

better coordination are necessary. One improvement that has been

made to reduce the time taken in fitting-out new accommodation is

the letting of a contract by the Architectural Office specifically for

fitting-out and minor works. On the overall question of better

management, a preliminary survey on the management of Government

property has been completed and is being considered in the Government

Secretariat.
