The Army Department's anxieties on this point reflect, of course, our general unease about the uncertain position vis-a-vis Brunei which continues to obtain and which we are - like you - anxious to see resolved as soon as possible. No doubt you will consult us about the terms of any Parliamentary announcement which will need to be made if the Sultan sticks to his guns in the event that his petition is rejected; and we would naturally wish to be involved in any discussions with him about the battalion, the provision of LSP and so on, if, as we still hope, he changes his position at the ninth hour. No doubt you will be in touch with us in the light of developments. I am not clear how, if the

Sultan does change his mind, you see a dialogue with him beginning.
