I am not sure whether advice will yet have gone to The Queen on the Sultan of Brunei's petition to Her Majesty (my Secretary of State, I understand, is not proposing to comment on the Foreign and Commonwealth Secretary's recent minute to the Prime Minister) but I have been asked to draw to your attention the considerable anxiety felt in the Army Department about the reference in the proposed submission to Her Majesty from your Secretary of State (about which we were not, of course, consulted) to the reason for the with- drawal of the Gurkhas from Brunei.
