Junior Secondary Education

The Hong Kong Government are now implementing a programme to provide all children up to the age of 15 with free compulsory education by 1980. This is being done more rapidly than was originally intended, which is creating temporary difficulties in providing sufficient places of an adequate standard. This development is also very important in the context of the Government's efforts to eliminate child labour.

Primary Education

At the request of the Hong Kong Government a Department of Education and Science expert is visiting the Colony for about 3 months from mid-September to comment and advise on the development of primary education in the

Colony.

Senior Secondary and Tertiary

The Hong Kong Government are planning a rapid increase in the number of children provided with free or heavily subsidised secondary education as well as increasing the number of places in Universities and Polytechnics, espetially on vocational courses. A draft White Paper was due to reach the Governor by the beginning of September but is, we understand, still circulating amongst officials.
