Regulations 1975

15. Revision of the Law relating to Abortion

To propose a more comprehensive system of control, licensing and inspection of pharmaceutical manufacturing process.

To amend the existing legislation to provide for certain changes relating to girls under 17, victims of rape or incest, time limit for abortion, and doctors who have conscientious objections to abortion.

Following further discussions with officers of the Medical and Health Department and Legal Department, and unofficial members of the -Executive and Legislative Councils to settle the matters to be included in the amendment Regulations and the time-table, the Law Draftsman has been requested to prepare a final draft of the amendment Regulations. It has also been decided to adhere to the agreed date for implementation, i.e. 1st July 1978.

The first draft of the Bill prepared by the Law Draftsman proposed a separate piece of legislation to provide for matters relating to abortion. After discussion with the Medical and Health Department, it was agreed that a simple and straight-forward amendment to the existing legislation to meet individual needs and to rationalise the operation of the present law was preferable. The Law Draftsman has been requested to prepare a revised draft Bill accordingly.
