During the quarter, the Steering Committee met on 17th March to monitor progress. The establishment of the Steering Committee of a fourth nurses training school as part of the main hospital project at Shatin was discussed and it was agreed that the proposal, if endorsed by the Medical Development Advisory Committee, must not delay the upgrading of the project at the Public Works Sub-Committee First Review in June 1978.

The Committee noted the Asian Development Bank's involvement in the project so far and expressed concern that some of the detailed information requested and possible conditions of a loan might affect the Critical Path Diagram. During the visit of the Bank's Appraisal Mission at the end of April, assurances were received that the acceptance of a loan would not cause significant delays. However, the Mission stated that in their view the programme was very tight and delays of almost six months were likely to occur in any event.

The Steering Committee met on 24th February 1978 to monitor progress. The Committee accepted the University of Hong Kong proposal that some provision should be made for

.future expansion at the Teaching Clinic.

Accordingly, a paper outlining the additional cost involved was submitted on 21st March and was approved by the Public Works Sub-Committee on 31st March.
