A revised draft Executive Council memorandum has been prepared and it incorporates a proposal from the General Manager, Kowloon-Canton Railway to increase the fares for concessionary tickets to students. He proposes to phase the fare increase over a 3-year period with the first stage coming into effect on the date Government withdraws from the travel subsidy scheme.

There have been 4 further meetings between the Education Department and the Government School Non-graduate Teachers Union and a joint statement was issued on 10th March 1978 on the points of agreement which have been reached between Government and the Union on the ways to resolve the problem of surplus teachers. A further meeting has been scheduled for 9th May 1978 for the purposes of discussing the criteria to be adopted in selecting teachers who will form part of the permanent Government sector and the arrangements for redeploying others. The Union has been evading discussion of this issue. On 15th February 1978, the Finance Committee approved funds for the construction of two new schools for English-speaking children.

A draft Executive Council memorandum is being prepared setting out the proposed composition and terms of reference of a committee to review education for English-speaking community...

To consult departments on the revised draft Executive Council

memorandum and to submit the memorandum on senior secondary fees and the termination of the travel subsidy to the Executive Council.

To note the outcome of further meetings between the Education Department and the Union.
