Consideration is being given to delegating to the
Commissioner Against Corruption some of the Governor's powers
already delegated to the Secretary for the Civil Service
under Colonial Regulations, the Disciplinary Proceedings
(Colonial Regulations) Regulations and the Civil Service
(Disciplinary) Regulations to enable the Commissioner Against
Corruption to control disciplinary proceedings against
Commission staff.
TRAINING DIVISION
15.
After redefinition of its policy objective and
internal reorganisation, the Division has settled to its
main tasks. These are to undertake a series of surveys to
identify training needs in departments and to run induction
and development courses for all ranks of general grade staff,
modular courses on management skills for senior administrators
and professional staff and many programmes of Chinese and
English language studies. Staff resources are being used
to the full.
CONDITIONS OF SERVICE DIVISION
16.
Widows' and Children's Pensions Scheme
The Bill with amendments was enacted by the
Legislative Council on 21st December 1977 and the scheme
came into effect on 1st January 1978.
17.
Agreement with British Airways
The meeting referred to in the last report was
held on 11th November 1977. British Airways was invited
to propose ways of making the agreement more attractive to
Government, from both financial and service points of view.
