Tentative proposals from British Airways are expected

shortly. Meanwhile, British Airways are taking steps to

improve services to and from Hong Kong as from April when

their summer schedules are introduced.

18.

Study by Professor Turner

At the request of the Secretary for the Civil

Service, Professor Turner has set out his preliminary ideas

on how Government's machinery for handling disputes could

be further developed. These ideas are being studied and

detailed proposals are being drafted so that they can be

finalised quickly when Professor Turner's report is available.

Consultative arrangements for minor staff

Professor Turner's preliminary proposal for a

separate consultative council for MOD 1 officers is being

examined.

Property Organisation and Management

With effect from 1.1.78, the Civil Service Branch

has handed over responsibility for the provision of accommo-

dation to the Administration Branch. Only matters concerning

the allocation of quarters, the interpretation of Civil

Service Regulations on quartering and related conditions of

service matters are now being dealt with by Civil Service

Branch. An 0. & M. Survey has been completed and a report

made to the Secretary for Administration about the future

organisation of the Accommodation Section of the Administration

Branch, which will deal with Government Property Management.
