servants charged with criminal offences committed in the

course of duty. This will be of special benefit to police

officers. It will not apply in the case of corruption, or

corruption-related offences.

TRAINING

21.

Training surveys have now been completed for

29 grades in 15 departments and surveys are in hand for

11 grades in 7 departments.

22.

A Standing Committee on Training is expected

to be established before the end of the year to advise

the Secretary for the Civil Service on training policy

generally and, as its first task, to formulate a

management training programme based on the Training

Division's preliminary surveys and proposals.

23.

To implement the Special Police Adviser's Report,

British Council assistance has been secured for English

language training for the Royal Hong Kong Police Force in the

form of local vocational English courses as well as the

assessment and placement of Senior Officers on UK courses.

These will complement language courses organised by the

new Police Education and Language Unit which is expected

to become operational in February 1979.
