The proposal of the Commissioner Against
Corruption for a special investigating unit to be
established in the Civil Service Branch to help departments
to identify and process cases and reduce delays is to be
implemented on a trial basis as soon as a suitable officer
for the job is found.

The possibility of disciplinary action against
officers acquitted in the Mongkok conspiracy trial has
been considered but it is clear that there are insufficient
grounds to proceed against most of them or to proceed
against others on grounds of accountability. Meanwhile
the Yaumatei Fruit Market conspiracy trial is in progress.
The officers whose services were terminated in April under
CR 55 for their part in the Yaumatei conspiracy endeavoured
to arouse public sympathy, but with little success, when
reminded that they must vacate their quarters in November.
Those who are eligible are to be rehoused almost immediately
in public housing. These officers are also now attempting
through a solicitor to obtain details of the cases against
them.

A scheme is being finalised under which it will
be possible to give legal assistance more readily to civil
