OUTSTANDING CASES

1. I attach the latest monthly review about outstanding capital cases in the dependent territories.

2. In Montserrat the Executive Council (which acts as a Mercy Committee in this territory) have declined to advise the Governor in the Greenaway case. The Governor will therefore be obliged to take his decision without the benefit of their advice. has informed WIAD by telephone that he intends to announce his decision to commute the death sentence on 8 December. He anticipates that local security forces will be able to deal with any trouble arising from his announcement.

The Governor of Bermuda has warned that his decision whether or not to commute the death sentence on Chesterfield Johnson (assuming the sentence is upheld on appeal) is likely to depend
