The Secretary of State has seen your minute of 5 December covering the latest monthly review of outstanding capital cases in the Dependent Territories. He has commented:

"I had better know more. We really cannot go through this again."

The Secretary of State has also said that he is in favour of our sending a psychiatrist from the United Kingdom.

I should be grateful for an early response to the Secretary

of State's request for more information.
