"This CLP expresses its horror at the decision of the United States' President, Jimmy Carter, to go ahead with development of the Neutron Bomb and calls upon the British Government to exert pressure in all possible ways including through the United Nations to stop its develop- ment. This horrible weapon can destroy as many people as an H Bomb but leaves property undamaged. It cannot possibly be considered in any way a means of defence and can only be used by an aggressor determined to seize lands and murder its people. We call upon the whole of the Labour movement to join us in our opposition. We pledge our full support to all those in the United States in their struggle against this horrible weapon and call for strongest international action to stop it from being produced."

"This CLP protests most strongly at the Govern- ment's announcement in its White Paper Cmnd 7049 that provision will be nade for a 3 per cent growth in defence expenditure for 1979/80 and 1980/81 (with provision for a review) in line with the NATO agreement of May 1977.

"We would remind the Government that the Labour Party manifesto of 1974 said that in line with our allies we would press forward with plans to reduce the proportion of the nation's resources devoted to defence, so that the burden would be brought into line with the commit- nent of our European allies. We therefore urge the Government to reappraise the whole structure of its policy and to act in accord with the Party's declared ains."
