How does this work?
I can imagine the following: The Crown Agents make their proposals to the Adminsitrations + Governments, these agree, and than the pro- posals are brought to your office for final approval and this happens for the issue-program of each year Is it so ?

Or do the first proposals come from the autochthone institutions, then go to the Crown Agents and further to your office ?
Who makes it sure, that there are not too many issues, too many miniature sheets,defenite sets only all three or four years and so on ? That means: who has the general controll your office I presume.
And last not least must the proposals for New Hebrides also go to

Paris for approval ?
