Thank you for your further letter
of 22 March 1978 and for sending us the little picture of your town which is also admired by my colleagues. It was a kind thought which we appreciate.
You have suggested the way in which details of stamp issues are worked out and as a general practice you are quite right. There is however no very strict rule concerning the initiation of first proposals which could come from either Crown Agents or Local Government or HM Government in the UK. As to control of overall policy - this lies in the Foreign and Commonwealth Office.
With regard to your question
concerning the New Hebrides if you require a definitive answer on that point I would suggest you write to the Postmaster, Vila, New Hebrides, . directly.
