but it is not enough even to have all designs and themes agreed and printing orders placed in good time, and then sit back and expect matters to run smoothly. This is especially the case for
small country which in the event of printing delays is liable to find its own orders placed at the bottom of the pile.
It is important to the economics of philatelic issues for a small remote country to make all possible use of surface mail, which means even earlier planning. Apart from planned issues which are tied to certain historical dates, it is useful to have one standby issue available each year, not tied to a date, which can be prepared a long way ahead and slipped into any gap which may arise from lengthy unforeseeable delay in some other issue.
The inescapable economic fact is that if a country plans 4 issues a year (roughly at quarterly intervals) and for one reason or another there is 3 months delay in one issue, and this a 6-months gap between issues, for practical purposes the number of issues will be reduced to 3 and the loss of revenue in the particular fiscal year can never be made up. The price of an efficient and productive philatelic programme, like the price of liberty, is "eternal vigilance" to ensure that all that has to happen to ensure success is duly happening on time.
