1. You told me that there was a proposal to put Mr McEntee's name before the next Number 1 Board with a view to promoting him to DS3, and you asked me how the fact that he was a Governor might affect the procedure.
2. As discussed, I have ascertained that in 1974 we went to CSD (the letter issued from PPD, copy attached) giving them details of equivalent DS gradings for Governors. Such gradings were fixed as a result of a report made by D J Brown and C J Hall compiled in 1973 after they had visited all the territories. CSD agreed these gradings and I attach a copy of their letter dated 30.8.74. You will see that when putting the proposal to them we asked for their agreement to flexibility should the nature and responsibilities of a job subsequently change. We said that we would clear such changes with them in advance. You will see that they agreed to consider this. It seems therefore that we would need to go to CSD about Mr McEntee but I think it would be morea case of advising them rather than asking them.
3. For your information, I also attach a copy of Mr Hall's minute of 22.9.76 to your department regarding the position of pay and allowances when r Parker went to the Falkland Islands. This is,
of course, an almost analogous case since he at DS3 level replaced a previous DS4 Governor. You will note that the difference in cost had to be borne by FCO.
