Attached is your copy of the hote to th -membera of the DTSAB concerning the appointment of Mr Strong to the Turks and Caico3. I have not included in this note the detailed commitment to reserve the Governorship of the Cayman Islands for Mr Strong when it becomes vacant at the end of 1979.
2. It was necessary for me to cut the gordian knot of disagreement between yourself and WIAD. I have decided to let the paper go forward in its present form because my experience of the Board suggests that they will be unwilling to make a firm commitment for such a pesting two years ahead. I alicwed the note to go out with full details of the Strong arrangement, one or more members of the Board would
either not agree or agree in such a qualified manner that Mr Strong's appointment would be put back even further. I attach a minute for your file committing my Department to the detailed
arrangement agreed with you.
