All members of the DTSAB have now agreed the nomination of Mr Strong as Governor, Turks and Caicos, with the exception of Mr Alexander who has not replied but I think you said that we could take his agreement for granted. He has not, I take it, made any verbal comments on your two minutes of 3 February 1978.

I enclose a draft submission to the Secretary of State. I have agreed its terms over the telephone with Mr Logan, POD. A cv for Mr Strong is also attached.
