With regard to (a). position, including the thinking behind the latest communication to the Governor of Bermuda on his suggestion that the exercise of the prerogative of mercy in respect of capital cases should be removed from the Governor and exercised by Her Majesty The Queen on the advice of the Secretary of State. We have included this subject on the Agenda because we feel that our Governors need to be absolutely aware of the background of what has happened recently over these forms of punishments so they can understand better the FCO decision not to annul the Creech Jones doctrine.
