To respond to proposed changes in the UK Nationality Law
To enable Hong Kong residents and their dependants stranded in Vietnam to return by charter flight to Hong Kong.
(a) Clarification from FCO received.
(b) Paper on Effects of Green Paper on the Passport Holder revised and forwarded to UMELCO.
(c) Queries from UMELCO arising from Lord Goronwy- Roberts' letter to Sir Y.K. Kan answered.
A total of (18) charter flights have brought back 2,882 persons. About 800 persons authorized to enter Hong Kong are still in Vietnam. Review has been instituted to see if further approvals for entry can be made in response to represent- ations from Vietnamese authorities.
Prepare and submit to ExCo a paper setting out the Government's views on the Green Paper.
(a) Consider additional approvals of borderline cases in response to requests by Vietnamese authorities.
(b) Persuade Vietnamese authorities to authoriz further flights.
