ACCOMMODATION FOR 'HONG KONG AND GENERAL DEPARTMENT *
1. On my return I saw your minute of 17 February to Mr Harrington, ASD, and Mr Levoir's minute of 16 February to you regarding accommodation for the enlarged Hong Kong Department when General Section and Administrative, Legal and Judicial Staffing unit move from GGD to HKD.
2. I understand the thinking in endeavouring to obtain an office for Mr Stewart's PA and we are aware that this suggestion may present difficulties for the Accommodation Planning Unit as individual rooms are not normally allocated to PAs below Under Secretaries PAs.
3. I wonder if a solution might not be found in suggesting that the PA/HKD and another PA should share a room, and as the room (K248) which you have asked to be allocated to PA/HKD is in fact a double, if another PA (perhaps FED) were to move in this would mean that two PAs required only one room, which may be more agreeable to Accommodation Planning Unit and would have the merit of releasing a room to this wing which is in such great demand.
4. I am most grateful to you for your request for Staffing Section to be accommodated in K271. Whatever happens we must press for Messrs Hiscock and Doggett plus the Section Clerk and all their records to be accommodated in one room. The Inspectors drew attention to the disadvantage of the present split accommodation and commented adversely about how the work of Staffing Section had suffered due to their separation. The work of the Unit continues to suffer for this reason and therefore it is essential that accommodation is provided so that the section can be integrated.
