GGD – K. 270

ACCOMMODATION FOR "HONG KONG AND GENERAL DEPARTMENT"

1. I am sorry that I was not able to join in the discussion which you and Mr Jasper had on 3 February about accommodation arrangements when the General and Administrative, Legal and Judicial Staffing sections of G&GD are merged with Hong Kong Department to form "Hong Kag and General Department" as recommended by the Home Inspector in his reports on G&GD and HKD in early 1976. I understand that a decision is still outstanding on the prior questionof a merger of the Gibraltar Section of G&GD with SED but on the assumption that that move will take place we should, as you know, like to plan for the merger.

2. I understand that after discussion with Mr Jasper you put forward the following proposals:-

(a) K. 246 Mr Stewart

(b) K. 247

(c) K. 248

d) K. 251 (e) K. 243

(f) K. 242

(g) K. 253 (h) K. 262

Mr Milton

Mr David plus A N Other (currently FED Mr Hayward/Mr Richards)

-

Mr Duffy (currently FED Mr Stimson) PA+ 3 x S2/3s, ie, the PA and the $2 currently in HKD + 2 x S2/3s from GGD (the two FED S2/3s currently in the room would be accommodated elsewhere)

- HKD's two Section Clerks + PDTD's Section

Clerks (currently PDTD's registry)

Mrs Gregory (currently FED - Mr Orr)

Mr Hall (currently Mr Cook - SWPD)

(i) K. 270 - Staffing Section (Mr Hiscock, Mr Doggett

and Miss Caven + 13 Registry Cabinets) (currently occupied by the General Section) General Section (currently occupied by

(j) K. 245

Mr Duffy and Mr David, who will soon be joined by a third officer since PPD have approved the addition of a Grade 9 to HKD's establishment)

3. I fully appreciate that you are not going to be able to satisfy the optimum requirements for HKGD's accommodation given the

competing demands of various departments in this corner of the Office. Nevertheless, I am afrad that the proposals you put to Mr Jasper would have the following defects:-

(a) the break-up of the Hong Kong section into two rooms.

This section has been accommodated in K. 245, which is immediately adjacent to the Head of Department's room, for a long time. It would be a retrograde dep to change this arrangement;
