ACCOMMODATION FOR THE NEW MERGED DEPARTMENT
1.
It has been agreed that while I am on temporary attachment to GGD, I should make accommodation and allied subject planning for the new department one of my main jobs.
2. As a first step I talked to Mr Harrington of ASD this morning about tentative accommodation allocations based on your minute of 17 February to him (copy attached). He brought with him proposals which clearly aimed at solving the problem of getting the Staffing Unit into the right sort of accommodation (in itself a high priority); but which unfortunately suffered from two major disadvantages:

All third room offices in Hong Kong Department and the rump of GGD would have had to move, and
b. No better accommodation would have been available for Mr Stewart's PA
(the need for which has been stressed in earlier minuting).
After further discussion and a walk round the parish, however, I was able to suggest a new site for the Staffing Unit (which Mrs Gregory was then shown and thought suitable) which will allow the new department to be located more . compactly and with the minimum of moves; and it would open options as regards the housing of Mr Stewart's PA and the secretarial staff.

What is now proposed on our side, subject to your and Mr Stewart's agreement, is set out in the next paragraph. It largely follows what you had already put to Mr Harrington in paragraph 4 of your minute under reference, except that we do not now make a bid for Room K 271 (which in any case appears to be firmly earmarked for FED to take in their Japanese section). There are other competing claims of course; SWPD, FED, NAD, PDTD and LAD all have an interest in any spare space on the second floor. Nevertheless I believe that by not pressing our claim to K 271 and by releasing a substantial amount of space elsewhere which our competitors can use, we can demonstrate the. justification for our own allocation.
