82. On 11th May, 1976, acting on information, a party of Narcotics Bureau officers raided a guest-house room in Chung King Mansions, Tsim Sha Tsui. Indian male Jaykishin Vashdev SAMTANI, present in the room at the time of the raid, was arrested following the discovery of a total 961.5 grammes of cannabis. Subsequent investigation revealed that SAMTANI was a principal supplier of cannabis to European schoolchildren and had on occasions also supplied them with LSD. SAMTANI was charged with one count of Possession Of Dangerous Drugs For The Purpose Of Unlawful Trafficking and two counts of Trafficking In A Dangerous Drug. The case is pending trial.

83. An interesting feature of this case is the method in which the majority of the cannabis in SAMTANI's possession was concealed. The cardboard inside two photograph album covers had been removed and replaced with 8 'bricks' of cannabis. It is believed that this method has been used on several occasions to successfully import cannabis into the Colony.
