84. On the morning of 24th June, 1976, following the seizure of 1.848 kilogrammes of cannabis at Kai Tak Airport, Narcotics Bureau officers arrested American male William Newman GRAY in a Tsim Sha Tsui guest-house. GRAY pleaded guilty to a charge of Trafficking in a Dangerous Drug and was sentenced to 15 months' imprisonment.
85. GRAY purchased the cannabis in Pattaya, Thailand, for US$1,000. He packed the drug, which was in the form of 1,200 'Buddha sticks', into 10 polythene tubes and inserted the tubes into a golf bag between the tubes which contained the golf clubs. On the pretext that his baggage was overweight, GRAY asked a friend to carry the bag to Hong Kong for him, neglecting to mention that it contained cannabis. GRAY, who was already under suspicion by the Narcotics Bureau as being a drugs trafficker, arrived in Hong Kong shortly before his friend and was detained for questioning. On his release, he attempted to telephone his friend to warn him against bringing the golf bag to Hong Kong. He was unsuccessful and he was arrested soon after the discovery of the cannabis.
86. The retail value of this cannabis in Hong Kong is approximately HK$60,000.

87. On 1st April, 1976, at Hong Kong Airport Departures Hall, Preventive Service officers searched Chinese males CHEUNG Yin (1728/6343) and LAM Fong-cheung (2651/2075/7022) as they were about to leave for Tokyo. Polythene bags containing a total of 2.595 kilogrammes of methylamphetamine hydrochloride were found taped around their waists. CHEUNG and LAM were arrested and charged with Unlawful Possession Of A Part I Poison. They were each fined HK$5,000. (PS/109/29–30/76)
