48. On 16th March, 1976, a long term Narcotics Bureau investigation into the export of heroin from Hong Kong to Canada and Australia culminated in the arrest in Hong Kong of four Chinese males on charges of Conspiracy To Traffic In A Dangerous Drug. WONG Kam-wah (3769/ 6855/5478), Li Kim-ming (2621/0494/2494), Chau Tim-shing (0719/3240/0524) and Ip Lun-fai (5509/0243/6540) were found guilty following their trial in Victoria District Court. WONG was sentenced to 4 years' imprisonment. LI, CHAU and IP were each sentenced to 2 years' imprisonment.

49. WONG Kam-wah was a principal figure in the export of heroin from Hong Kong to Canada, being responsible for several consignments interdicted by the Royal Canadian Mounted Police. His extremely cautious methods of operation included extensive use of contact telephone numbers and intermediaries; until his arrest he had never been seen in Hong Kong.

50. On 24th April, 1976, acting on information, a Narcotics Bureau officer met with Chinese male NGAN Ping-muk (7346/3521/2606), who was known to be a supplier of heroin for export. The meeting, which took place in NGAN's home at Upper Wong Tai Sin Estate, Kowloon, concluded when NGAN sold the officer 3 ounces of heroin as a 'sample'.

51. On 30th April, the officer contacted NGAN and arranged the purchase of a further 1 pound of heroin. The officer again met NGAN at his home, but on this occasion a back up team of Narcotics Bureau officers was in the vicinity. When the heroin was delivered, the officer gave a pre-arranged signal to the back up team and NGAN, his wife Wong Mei-wan (3769/5019/7189) and the courier who delivered the heroin, Chinese female Kong Tze-fung (3068/5365/7685) were arrested. NGAN and WONG were charged with 2 counts of Trafficking In A Dangerous Drug and KONG with 1 count. WONG was later released; the case against NGAN and KONG is pending trial.

52. The total heroin seized in this case comprised 544.1 grammes of a mixture containing 98.6 grammes of salts of esters of morphine. This operation was the culmination of a year long investigation into the activities of NGAN Ping-muk, who first came to the notice of the Narcotics Bureau in January, 1967. NGAN was the Hong Kong source of supply to a California based syndicate of Black Americans and is believed to have supplied this syndicate with large quantities of heroin over the last 18 months.
