I write this impassioned, but

not emotional letter, to enclose a complete review of the present situation in this Colony.

You have obviously received

official reports, reports from the media and information from various "on the spot" factions, but in none of these reports have you been made aware of the true feelings of the majority of the population of Hong Kong. The population majority is Chinese, the major part of this population is hard-working, loyal and looks to Britain as its benign ruler.

The events of the last fourteen days and the gross over-reaction of the Government here has shattered the faith of most people in that Government and in the regard of British justice. British justice here has always been held as "the" justice of the world but now doubts are creeping in as to whether this regard has been misplaced. I refer of course to the amnesty granted not only to

the Police but also to all sections of the
