ex-gratia rehousing allowance for families estimated at a total of $525,000 will be payable from the Housing Department Compensation vote.

The clearance will involve compensation for crops, trees, pine trees, fruit trees, flowers and bamboos and ex-gratia allowance to cultivators. Compensation for the removal of 4 earth graves, 6 formal graves, 20 kam taps, fences, wells and water tanks will also be paid, as well as 'Tun Fu' ceremonial fees.

In addition to buildings on private building land, 127 domestic and 90 other ancillary temporary structures, on private land and Crown land, will have to be cleared, the details of which are as follows:

The domestic structures are occupied by 57 families or about 491 persons, who, if found eligible, will be offered public housing in Kwai Chung. Ex-gratia rehousing allowance will be paid by the Director of Housing to those families recommended by the Director of Social Welfare. Families found to be ineligible for public housing will be offered spaces in a licensed area.

Ex-gratia allowance will be paid to pig breeders and poultry farmers involved, who cannot be resited within the district. Subject to detailed screening by the Director of Housing, the owners of 19 industrial undertakings will be offered ex-gratia allowance or suitable Housing Authority flatted factory units in accordance with current policy.

Negotiations to obtain voluntary surrender of private land are in progress, but the institution of formal resumption proceedings is recommended to avoid delays which may be caused by absentee land- owners and succession difficulties. As the land to be resumed lies within Kwai Chung District Outline Zoning Plan, the lessees concerned
