The development of North Tsuen Wan/Kwai Chung is being carried out as a comprehensive development scheme which includes land for public housing estates, private residential and commercial purposes, etc. Funds for the clearance of the whole area have been provided by means of a single public works item in Category A, namely Tsuen Wan/Kwai Chung North Development - Clearance.

On 14th October 1975, Honourable Members advised that the resumption of certain land within Area 39A of the Tsuen Wan District Outline Zoning Plan was required for a public purpose, namely Phase 1 of the development of Area 39A, which in turn is part of Tsuen Wan North Development Stage I. Phase 1 of the scheme involves the con- struction of road connections and storm-water drains for the develop- ment of the nearby Cheung Sha Estate and the formation of a site for the reprovisioning of those villages in Area 6 and central Tsuen Wan which will be affected by development within the next few years. The land resumed for this project subsequently reverted to the Crown on 30th December 1975.

The Director of Public Works has recommended the resumption of 453,387 square feet of agricultural land, 8, 700 square feet of residential land, 18, 793 square feet of garden land and 1,733 square feet of building land in Area 39A, North Kwai Chung in order to construct public roads and drains, as well as a second platform for the reprovisioning of village houses which will have to be cleared. Provision for some development of a general nature will also be made.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement this project and estimates that the total cost of compensation for resumption and clearance at $5.52 million. Funds are available to meet this expenditure in the approved project estimate. The cost of ex-gratia cash allowance for workshops and
