7. At one end of the Square was a concrete platform on which 30 to 35 people were seated. They included SHACHING Commune cadres, Branch Party Secretaries from each of the Commune's production brigades, the Head of PAOAN County People's Court, and representatives of other communes within PAOAN County.

At approximately 1015 hrs, a man, known subsequently to be a member of the Commune Health Station dispensary staff, addressed all present with the aid of a public address system, stating that the meeting was about to begin. He introduced the first speaker as the Political Instructor from SHACHING Commune Protective Section, who spoke for approximately 25 minutes of the need to maintain law and order by "dealing heavy blows to those behind organised escapes". A second speaker was then introduced, as the Head of the PAOAN County People's Court. He spoke in Mandarin which most of the audience could not understand and as a result they became restless and noisy. At the end of his speech the three accused were brought into the "arena".

THE ACCUSED

The three accused were brought to the Square in a BJ-212 Truck, preceded by three motorcycle combinations. It was later learnt that they had been brought from CANTON. Six members of the People's Police wearing long dark blue trousers, white tunics and a white cap formed the armed escort.

10. The accused were all aged between 20 and 23 and two of them were tied

Whilst in such a manner as to keep their arms and hands against their bodies. the third had his hands tied behind his back. Each had a placard about his neck hanging down his back, but Source was unable to see the inscription thereon. Two People's Police escorted each of the accused to the platform where they were made to stand on a table-tennis table.

The Head of the PAOAN County People's Court then announced the offences committed by the accused and passed guilty verdicts which Source believed obviously had been decided beforehand. Up to that point Source, and he presumed most of those present, did not know the nature of the offences because of the language problem. However, later the same day, he saw a notice on a bulletin board which described the offences as follows:

He was a resident of SHACHINGHSU who had himself left CHINA illegally some 18 months previously. He subsequently returned to CANTOI and organised a junk escape for any interested parties, from which, it was claimed, he had
