NOTES ON SOURCE

A 33 year old worker from the Oyster Production Brigade in SHACHING Commune, PAOAN County. In late Mar 77, Source attended a sentence promul- gation meeting in SHATCU before he left CHINA illegally in early Apr 77 seeking more lucrative employment.

The sentence promulgation meeting was held on the morning of 24 or 25 Mar 77, in the Square west of SHATOU Village, which was situated about 300m east of SHACHINGHSU, coordinates 224430N 1134800E at Reference A.

3. All able-bodied farmworkers in SHACHING Commune were instructed to attend the meeting and delegates from other Communes within PAOAN County were also present.

4. Source and other fellow production team members were assembled outside their village at 0900 hrs and then they marched to the Square, arriving at approximately 0920 hrs. Upon arrival, Source noted that the Square was already packed and that their group was among the few late arrivals. Source estimated that well over 25,000 people were present at the meeting and he added that everyone stood throughout its length.

5. Source saw a large number of militiamen deployed around the Square, each wearing a red armband with the characters representing 'on duty' in yellow. They stood guard either alone or in pairs, and were armed with weapons identified as follows:

a. Japanese 6.5 mm Rifle Type 38, carried by the majority, or

b.

7.62 mm SMG Type 50, or

7.62 mm Assault Rifle Type 56 (M22)

One of the militiamen's responsibilities was to prevent anyone from leaving the Square during the course of the meeting. In addition to the armed militiamen, Source also noticed a number of FSB personnel wearing long, dark blue trousers, olive green tunics, and caps bearing a 5-pointed red star. The PCB personnel were all armed with unidentified, holstered, pistols.
