Information has been received from the Singapore Commission in Hong Kong that Mr Cheung has several convictions in Singapore dating back to 1957 involving house breaking, theft and extortion and that he is now wanted by the Singapore Police to face charges of robbery with fire- arms and attempted murder, both offences for which the maximum penalty in Singapore is death.

Mr Cheung is a jewellery broker by occupation. He claims to be married but the marriage, which dates from 1972, was not registered. The woman said to be his wife was born in Hong Kong. She states that she started living with Mr Cheung in 1972 and a son was born in Hong Kong in 1975. However, she left him in September 1976. She and her son now live with her mother in Hong Kong. She has no intention of marrying Mr Cheung. Mr Cheung has parents and a sister in Singapore. He has no claim on Hong Kong.

Mr Cheung is a convicted criminal and an illegal immigrant. The Director of Immigration considers his continued presence in Hong Kong to be undesirable and recommends that upon his release from prison he be deported to Singapore where his re-entry is assured. The Com- missioner of Police concurs with this recommendation.

Honourable Members will be asked to advise, under section 20(1)(a) of the Immigration Ordinance (Chapter 115), whether Mr CHEUNG Ng-ping alias GOH Sin-seng alias GOH Man-chi should be deported for life.
