1. I enclose a copy of Hong Kong telegram 555 of 1 June which raises a number of points on the Green Paper. I also enclose a copy of a draft letter to Mr Davies with a paper giving the answers to the questions raised. I should be most grateful if you could consider the letter and the answers to the questions and let me have your comments. I would like to get a reply off to Hong Kong in the next couple of weeks. I am copying this letter together with its enclosures to John Stewart of Hong Kong and General Department, Archie Shepherd of Migration and Visa Department, and David Bell of European Integration Department (Internal), whose comments I would also much welcome.
