SIR Y K KAN'S CALL ON LORD GORONWY-ROBERTS: NATIONALITY LAW

You have seen folios 35, 38 and 29 of this file and we have discussed. Mr Murray has now asked that we should submit a draft letter from Lord Goronwy-Roberts to the Governor of Hong Kong through him.

2. At my luncheon with Sir Y K Kan nothing new transpired. He simply went over the ground that he had covered with Lord Goronwy- Roberts again, but perhaps in more detail. The one thing that transpired was that he - Sir Y K

Sir Y K was very keen that some, perhaps cosmetic, gesture should be made in the direction of Hong Kong over the Nationality Law in order to allay any suspicions that the British Government was intending to renege in any way from its public assurances that Britain was administering

Hong Kong "in the interests of the inhabitants of the territory".

3. I shall be grateful if you will start a submission discussing, if necessary, with Mr Amy of NTD.
