Thank you for your telegram 555 to John Stewart about the Green Paper on Nationality. Your rather searching questionnaire has been given careful consideration.

As you will realise it is not possible to give firm answers to your questions nor to state HMG's intentions because a Green Paper is not such a declaration but only an outline of possibilities open to the Government on which opinions are sought. It indicates a framework for legislation but that is all. The answers given to your questions must therefore be indefinite and be indications only of present official thinking and cannot be taken as Government intentions or as an attempt to foreshadow the White Paper let alone the final Act.
