central location it is unlikely to draw the numbers required to make it a success. Furthermore, its speed of operation would be no more than 1,5 miles per hour and it is therefore unlikely to attract many people. It is considered that this facility would do no more than serve those already using Peel Street as a pedestrian thorough- fare.
(iii) Extension of Mass Transit Railway to
serve Mid-Levels

The feasibility of the Mass Transit Railway
serving the Mid-Levels by means of an extension of the East Kowloon line (due to
be built in the 1980's) from its terminus at Rumsey Street has also been investigated. However, the very deep and extensive tunnelling involved in providing an underground con-
course and lifts or multiple escalators

would make the proposal extremely ex-
pensive. Furthermore, use would be com-
paratively light and multiple modes of
transport would need to be used for a journey from Mid-Levels to Central as the East Kowloon line will not pass through the Central District.
(iv) Light Rail System
The possibility of an underground light rail system linking the Central District with the Mid-Levels area has been considered but not investigated in detail; this could be done if improvement of existing forms of public trans- port fail to match demand.
The prevention of new schools from being established in the Mid-Levels
The Director of Education has advised that apart from the Caritas St. Francis Pre-vocational School at 16 Caine Road, for which general building plans have already been approved, he does not intend to encourage the establishment of any new Government or aided schools in the Mid-Levels, There is, however, a possibility that some schools already in the Mid-Levels area, e.g. St. Stephen Girls' College, may undergo redevelopment. As regards approving the establishment of private schools in the area, he will exercise his discretion, judging each case on its merits.
