(d) using Belcher's Street and Catchick Street in

Kennedy Town as a one-way pair to reduce con- flict at junctions; and

(e) restricting the northbound carriageway of Pok-

fulam Road to buses only during morning peak hours, to allow the most efficient means of transport to operate unimpeded.

It is considered that measures (a), (b), (c) and (d) should be introduced as soon as possible, taking into account the practical difficulties that the resiting and regulation of trades may involve, particularly in the case of (a). Measure (e) should only be used as a last resort, as no satisfactory alternative route is available for cars.

The bus priority scheme, introduced in the Mid-Levels on 16th April 1974, is working well, and the 30% swing to bus travel referred to in paragraph 7 of memorandum XCC(74)50 (annexed) has been maintained. Furthermore, the number of passengers carried on the main bus routes serving the Mid-Levels has continued to in- crease, as the following figures indicate:

The percentage increase between March 1974 and March 1975 was therefore 44, 1%.

Further improvements to the existing bus services, particularly for the Pok Fu Lam area, have been devised by the Transport Depart- ment in consultation with the China Motor Bus Company. On 9th December 1974, Route 77 was introduced between Aberdeen and West Point via Victoria Road; in March 1975, 43, 123 passengers were carried on the new route and since 1st May 1975 the basic frequency has been 20 minutes.

Notwithstanding the recent decrease in the total number of vehicles registered and the introduction of higher parking charges in October 1974, there has been no marked reduction in car use in the Mid-Levels or Pok Fu Lam areas, but the use of buses has gradually increased; the total number of passengers carried by the China Motor Bus Company on all services increased by 27% between
