When giving the assurance referred to in paragraph 3 above, the Director of Public Works warned that if traffic conditions became chaotic, it might be necessary to introduce severe traffic control measures and, if this failed, to consider ways of limiting the amount of traffic. For this reason, and because the administrative restrictions on modifications and new sales in the Pok Fu Lam area approved by the Governor in Council on 20th June 1972 remain in force, the following report, prepared in response to (b) in paragraph 1 above, deals with Pok Fu Lam as well as Mid-Levels.

On 23rd January 1975, Honourable Members were in- formed (in note XCRI(75)4) that, although detailed information for the further progress report then due was available, its submission would be delayed because of the impossibility of anticipating the decision of the Finance Committee as to whether funds would be available in the
1975/76 estimates for the road works planned to improve the approaches to the two areas. The position as regards the availability of funds is now clearer and the report can therefore be submitted."
Traffic

Staff of the Public Works Department, the Transport Department, the Home Affairs Department and officer of the Royal Hong Kong Police Force have, after studying other ways of dealing with traffic problems caused by the development of Pok Fu Lam, concluded that the following traffic management measures should be applied progressively as traffic grows in the Pok Fu Lam corridor:
..
(a) clearing hawkers in Water Street and regulating
cargo handling activities in Connaught Road West, so as to make the route from Pok Fu Lam to Central via Third Street, Water Street and Connaught Road West a practical alternative. The use of this route would, however, have to be suspended during the construction of the Water Street Flyover (see paragraph 9(d) below);
(b) banning peak hour kerbside activities in
Belcher's Street, to improve the flow from Pok Fu Lam to Central via the Victoria Road/ Belcher's Street and the Pokfield Road/Smithfield/ Belcher's Street routes;
(c) banning peak hour kerbside activities in Des Voeux
Road West, to improve the flow from Pok Fu Lam to Central via the Pokfulam Road/Queen's Road West/Western Street/Des Voeux Road West route;
