Dear Mr. Hammond,

Mr. Alan Scott, during my discussions with principal officers of the Civil` Service Department in Hong Kong in May, suggested the Department might be interested to finance a second look at the study of unions and labour relations in the public service which was made by Mr. Michael Quinlan, a Commonwealth postgraduate scholar here, earlier this year.

There is another research worker here who could be available for part of the Sydney August vacation to do this: since he has a very different background (and in some respects more widely-based experience) to Mr. Quinlan's, he might well have a different slant.

I think it would cost about $10,000 to send him up for a month (assuming I can get him a half-price "research student" return fare, as I did for Quinlan). i would be prepared to find half of this, since he could combine his work on the Civil Service with some for me on another sector of Hong Kong labour relations.

I should be glad to have your reaction. Meanwhile, Mr. Quinlan has prepared a much compressed version ofhis own report; this he is currently revising again, and I would hope to send it up in advance to facilitate your own Department's comment.
