between contract and payment for the work so far done he would much prefer the successor contract to be denominated in HK$. If this were agreed £11,500 at £l = HK$8 would make $92,000.

On the telephone I told you that if you could not obtain the funds yourself, and in view of the importance we attach to the completion of the report, the Hong Kong Government would be prepared to pay half. I still think this would be the best arrangement, but if necessary we would be prepared to go to $60,000.

However this offer is

conditional on a quick decision. Professor Turner is rightly or wrongly clearly fed up with the treatment he has received so far, and I am sure that if a firm offer is delayed, or if there is a haggle he will simply drop the project. The latter would be a great pity in itself, and would also leave a necessarily very · loosely worded and inconclusive report on the table as a hostage to fortune and also as an open invitation to somebody less qualified or objective to be

commissioned to complete it or undertake a different sort of enquiry.

For the immediate future his address is as in his letter, and I do hope that with the offer of substantial assistance which we have made, you will be able to write to him very soon to confirm acceptance of the figures in his estimate including compensation for the unremunerated work done.
