You asked me for an approximate est. imate of the cost of bringing my study of Cavour relations in Hong Kong to the point at which one might make proposals with some confidence.
As you know, apart from the present very interim report (as amended & with Dr Josh's new appendix) which I have not yet myself sean in its extended I corrested form! I have had two Australian Commonwealth Scholars working have for the past two monthey on particular aspects of the problem: Labour disputes & civil service relations.

Ideally, I should like to send copies. of their reports up to HK for consideration
my own draft, & return for soy, a week in April or many to discuss the whole assembly & plan an assault by a team of the qualified type I had have cast August on the major questions caused. This would probably have to take place
