Professor Turner's Study

Professor Turner has called
on me and we had a long talk about his study.

He said that the "interim
and provisional" report was simply all that could be done in the time. It was in effect a first draft, which in no sense represented any basis for recommendations for action.

He said that while he had
got interested in Hong Kong and would like to complete the study he had to know where he stood soon the end of April was far too late or give the whole thing up.

He also said that he and his colleagues were out of pocket to the tune of about $3,000 on the work so far done and he did not feel inclined to do anything more until he had been compensated.

I told him that so far as the Hong Kong Government was concerned it wanted the study completed and would gladly help to pay for it if this would expedite matters, but this of course was a matter between us and the FCO. I suggested that he let me have a note of the figure involved in completing the study which I could send to you in the hopes of getting an early decision.

He has now written to me in the terms of the attached letter. As you see he reckons the cost would be £8,500, plus £3,000 compensation for work already done.

Incidentally he said that as he
had been caught short by the devaluation of the pound
