actual units of accommodation would be lost if heights were reduced.

Principal Limiting Factor in Dealing with the Overheight Buildings

Despite the fact that most buildings in the Walled City

stand illegally on Crown land and are built in total disregard of

the Buildings Ordinance, the historical and political background to

the area and the H.K.G.'s past record of tolerance of overheight

buildings rule out any possibility of normal law enforcement to bring

about building height reduction. This can only be achieved, therefore,

with the co-operation of those affected and other residents of the

Walled City. In order to secure this co-operation it will be necessary

to convince all concerned of the need for all Walled City buildings to

comply with the statutory height limits and to create conditions which

will bring about a willingness to comply. A considerable task of

informing, assessing and consulting will, therefore, be involved. In

the meantime, the current assessment has been done without the benefit of

any direct consultation with those affected or detailed technical appraisal

of the situation.
